ADMINISTRATIVE MESSAGE 02-0488 04/08/2002 TITLE: MIS-STEEL PRODUCTS AND REMOTE LOCATION FILING

ON MARCH 22, 2002 A MEMORANDUM WAS POSTED TO NOTIFY THE FIELD AND THE TRADE THAT DUE TO THE DOCUMENTATION REQUIREMENTS OUTLINED IN THE PRESIDENTIAL PROCLAMATION COVERING THE STEEL RELIEF PROGRAM, STEEL ENTRIES WOULD NO LONGER BE PERMITTED TO BE FILED USING EIP/RLF.

DUE TO NUMEROUS REQUESTS FROM ALL SOURCES, THIS MEMORANDUM WILL SERVE TO AMEND THAT MESSAGE.

PLEASE NOTE THE FOLLOWING REQUIREMENTS AND CHANGES:
  1. ALL EIP /RLF REQUIREMENTS REGARDING USE OF ABI AND ACH STILL APPLY.
  2. IF DUTY DEFERRAL FOR THE STEEL 201 REMEDY IS BEING USED, ENTRIES MAY NOT BE FILED USING EIP/RLF.
  3. IF THE MERCHANDISE IS SUBJECT TO QUOTA, ENTRIES MAY NOT BE FILED USING EIP/RLF.
  4. IF THE FILER IS CLAIMING AN EXEMPTION BASED ON PRODUCT EXCLUSION, ENT ENTRIES MAY NOT BE FILED USING EIP /RLF .FOR THESE EXEMPTIONS THERE IS A REQUIREMENT TO SUBMIT ADDITIONAL DOCUMENTATION TO SUBSTANTIATE THE CLAIM WHICH CANNOT BE DONE ELECTRONICALLY AND THEREFORE DO NOT QUALIFY FOR EIP/RLF.
  5. IF THE ENTRY IS BEING FILED WITH ALL APPLICABLE ADDITIONAL DUTIES (CHAP.9903 NUMBERS)THEN ENTRIES MAY BE FILED USING EIP/RLF. THE REQUIREMENT FORA MILL CERTIFICATE FOR ALL ENTRIES WILL BE MET BY THE FILER FAXING THE MILL CERTIFICATE TO THE PORT OF ARRIVAL TO THE ATTENTION OF THE APPROPRIATE TEAM . STEEL PRODUCTS THATARE NOT MILL PRODUCTS WILL NOT REQUIRE A MILL CERTIFICATE (EX.FILLINS) .
  6. IF THE FILER IS CLAIMING AN EXEMPTION BASED ON COUNTRY OF ORIGIN , THEN ENTRIES MAY BE FILED USING EIP/RLF. THE REQUIREMENTS FOR A MILL CERTIFICATE FOR ALL ENTRIES WILL BE MET BY THE FILER FAXING THE MILL CERTIFICATE TO THE PORT OF ARRIVAL TO THE ATTENTION OF THE APPROPRIATE TEAM .STEEL PRODUCTS THAT ARE NOT MILL PRODUCTSWILL NOT REQUIRE A MILL CERTIFICATE (EX FITTINGS) .
